Summary16736: Inhertied packages can't be removed
Description

When inherting a them from a parent one, parent packages can't be removed on child them.

That's because the parent "packages to load" list is unified and compiled into a single "virtual" package named like "xxx-template-packages".
As the parent packages are picked up as a whole, we don;t have the granularity as to pick the ones to remove.

So basically, remvoe statments, don't have any effect
