Summary16436: horizontal scroll bar not working when displaying responses in chrome
Description

Horizontal scroll bar is grayed out and non-functional in Chrome browser. The workaround is to refresh the page. Scroll bar works as expected after page refresh. Direct linking to the response display page does not cause the problem - it only happens when accessing the page via menu navigation. Problem does not appear in Edge or Firefox.
