Description
  1. Create a survey
  2. Add an additional language
  3. Create question group
  4. Save
  5. Check question group editor and overview buttons - no fields to edit them are being displayed

I think this bug is connected to the false behavior of the topbar.
Create the survey and create question group, then the topbar should change the state to the truthy slide state.
But this not happening at the moment. So first we have to fix this bug. After this the buttons should appear in the correct behavior.

Also I've discovered another bug:
If the survey contains multiple languages and one question group title (in one language) is empty in, for example English, the second language is for example French and the second language contains title.
After this save the question group.
The Issue is following: the wrong question group title (in this case English question group (empty)) will shown inside the sidebar.
