Summary14132: CKEditor using document.write throwing errors in latest Chrome update
Description

I've been tracking down various errors since moving up from LS v2 to v3 (most of which came from Cloudflare integration).

The last remaining one is that the use of CKEDITOR in /core/loader.js is throwing many errors in the Developer Console in Chrome (v69.0.3497.100).

This is due to CKEditor using a document.write() call. See attached screenshot.

I suspect they have tightened up the blocking in this latest version of Chrome (as the errors weren't happening before the update this last weekend).

Note - these errors do NOT show in Safari.

The impact of these blocks is to disable editing functionality on (e.g.) question pages, etc. - this seems to be due to timeouts while loader.js loops to try and write the necessary scripts.

Steps To Reproduce

Load any admin functionality in Chrome v69.0.3497.100
