Summary11948: Assigning templates not possible
Description

It's not possible to assign certain templates to certain users. If the users create a survey, they either see all templates or only the "default" template. I'd like to assign our custom template to the users. This worked fine at previous versions, with the new version I am stuck.

Steps To Reproduce

At template rights I try to assign the user rights for a certain template only. But at the survey settings all they can see is the default template.

If I assign the "view" right for templates at global user settings, all templates are listed at the survey settings.

I cannot reproduce the issue at all using the latest LimeSurvey version. Please update and let me know if you still can reproduce this issue.
