Fix issue 03925: IE8: Extra space in admin panel
Dev Removed extra spacing below update link in IE8 and fixed visibility in IE7
Dev Wrapped the left hand items of menu-title div in a new div and floated it left so right hand items (Update available...) are visible in IE7 and don't add extra spacing in IE8
