@cdorin : i check on master and 3.X : no replacement done for SURVEYURL and other URL (optout etc …)

There are a logic : SURVEYURL is used only for token : https://github.com/LimeSurvey/LimeSurvey/blob/9682685af50eb7d448131070c0789761bd67012c/application/core/LimeMailer.php#L613 (for master)

Then : clearly not a bug.
No reason to have SURVEYURL

With token enable survey : SURVEYURL allow you to load the reponse by the token user (or show a "This token was already used") or create a new response for this token …
Without : just start an new survey

for admin : we have VIEWRESPONSEURL and EDITRESPONSEURL
