Summary09223: Database integity check fails in local
Description

Since release 140821 (or maybe the previous one?), the database integrity check doesn't work anymore IN LOCALHOST only (with Wamp). No error but the page remains blank!!! I use WampServer and all was OK with the older releases. Tested under last Firefox and Chrome browsers.
But when I'm online, (tested with 2 different hosters in France : OVH and FCMicro) the integrity check is OK.

Update application/config.config.php and set debug at 2.
