Summary08980: Cannot update Headers on Dual Scale Array
Description

After upgrade from 1.92 to 2.05+ the existing headers were abbreviated.
The scale A Header used to be "USP" on 1.92, after upgrade shortened to "U".
I tried to manually update the headers of scale A and scale B, not succesfully.

Change the headers, saved the question, message "question saved", but alas no actual update. With preview question, of after again reopening the question, it showed that no actual change was made to the headers.

Steps To Reproduce
  1. open question
  2. go to details question
  3. change header A and/or header B
  4. change question
  5. reopen question
  6. go to details -> no changes
