Summary08852: If server upload maxfilesize < upload question maxfilesize, then the maxsize reported to users is incorrect
Description

This can occur either by the server environment filesize upload maximum getting reset to a size lower than that utilized on upload questions, or by an upload questions being setup with a filesize maximum that exceeds the server environment.

Two things happen to the survey respondent. First they are told they can upload a file larger than they really can. And then they receive a message inadvertently claiming that their file is larger than it really is.

Steps To Reproduce
  1. Set the maximum filesize on a file upload question to a size larger than the server environment configuration is set to allow.
  2. The question will then say "You can upload ... under [overstated size] KB each.
  3. And, if a survey respondent attempts to upload a file smaller than the stated size though larger than the server environment allows, they see "... Only files up to [overstated size] KB are allowed."
