Summary08197: Making a Administrator
Description

As site Admin I can make an administrator - give all privileges. However when logged in as that person and select a survey and go the general settings instead of the tabs you get an html page as per screen shot.

The only way to resolve this is to make this persona super admin then the corred tab view works,

On latest version RC1 130924 - when logged in a an administrator now do get HTML page as before but get this error when going to general settings. When logged as a super administrator everything is OK.
