Summary06790: Dual Scale headers are lost at question/survey import
Description

When importing a 1.92 survey or question at Limesurvey 2, the dual scale headers are lost.

Steps To Reproduce
  1. Search the attached files for string "Header scale A".
  2. Import the attached survey file at Limesurvey 2 (or the attached LSQ file at an english survey)
  3. The "Header scale A" is missing at the dual scale question (question group "Array questions", question code "arrayDS"
