When saving survey crashes with "html_entity_decode(): charset `ANSI_X3.4-1968' not supported, assuming iso-8859-1 "

Steps To Reproduce

Create test survey. Installation: ls20, rc7 on centos. Language: dutch. After filling in (only) page: saving results.: "html_entity_decode(): charset `ANSI_X3.4-1968' not supported, assuming iso-8859-1"
Responses are saved, however.

I am sorry but the information is not very helpful. The document attached shows a different error than described in the bug report.
Can you pelase give detailed error information on the html_entity_decode() because I can't reproduce here.
