Summary05948: Mandatory directive for question is ignored for array (numbers) using checkbox layout
Description

When using Array (Numbers) mandatory option for question is ignored and question can be skipped

Steps To Reproduce
  1. On first question check one or more options
  2. On second question respond NO
  3. On third question a only list of choosen options will be shown (used filter options)
  4. Click NEXT to pass skip the question (even is mandatory)

This only applies to checkbox layout of Array (numbers) questions, since unchecked boxes have a value of 0 instead of blank (so they appear to be answered, and thus pass mandatory constraints).
