Summary05756: Activate Survey screen always in primary language
Description

I'm logged in as Admin, explicitly setting "English" as my language in the default, and setting English as my language in Personal Settings. But when I activate a survey, the interface language switches to Vietnamese, the language that the survey is in (with English configured as another language). Both the activate question and the next question, about tokens, are in Vietnamese, then it switches back.

I pull the svn code today, and the activate survey page is now correct, but the Token Initialization prompt is still in Vietnamese, which is the primary language for this survey, although as the admin, I'm logged in in English.

There are more problems, maybe cookie-related? It keeps switching back to Vietnamese on certain screens, even on a new survey that is English-only (no secondary languages), logged in as Admin with the default language set to English. When I add a question to a question group, it often switches to Vietnamese, and activating the survey has the second screen go to Vietnamese, EVEN IN THE ENGLISH-ONLY SURVEY. That seems like a cookie issue.

Even more bizarre -- exporting an English-only survey to a VV file has the top-of-file field names in Vietnamese!

Just wanted to bump this -- if the base language is non-English, it's obvious how often the language problem shows up if the logged in user is set to English. Not sure if this is a simple fix or something throughout the code, but it feels like a show-stopper for 1.92. I'm giving a demo in Vietnam in a few hours, and since I only speak English, this language-bouncing is somewhat problematic. But other than that, I'm very pleased with my decision to recommend LimeSurvey to this client.
