Carsten before I look into the styles in this screen, shouldn't it be placed under the administration and survey toolbars (as are the text elements, general settings, quotas...)?

Good idea. The toolbar is basically empty and the general notice can be shown below the sub-header. Ajs, would you like to take care of that?
