Summary05396: Providing text for "Other" under 'multiple choice' does not allow for multiple languages
Description

If I put in explicit text in "Label for 'Other:' option" for a multiple choice question, I cannot have that text appear (translated) in each language.
If I change the text in a any (other) language, that new translated text is used (inappropriately) for all languages.

Steps To Reproduce

Set up a multiple choice question.
Enable the "other" option
Select "advanced settings"
Enter text in "Label for 'Other:' option"
Click save
Come back to the same place later and select a different language.
Enter the translated text in "Label for 'Other:' option"
That translated text is now in effect for every language for the survey.
