Summary05072: File once uploaded cannot be deleted.
Description

When you use upload file type for a question, once you add a file, you cannot delete it (even if you do previous and then come back, the file is still there)

Steps To Reproduce
  1. Create a survey.
  2. Add a question with upload file type as the question type.
  3. Test the survey. Upload a file. Then try to remove this file.
Additional Information

It gives the following warning:
Warning: fopen(tmp/upload/) [function.fopen]: failed to open stream: No such file or directory in C:\xampp\xampp\htdocs\limesurvey\delete.php on line 55
can't open file.
