Summary	04653: MS SQL Server not using autonumber_start.lime_survey_surveys
Description	After migrating to MS IIS/SQL Server, survey structure import, test survey id = 1. Deactivated/reactivated survey, test survey id = 1.
Steps To Reproduce	Deactivate, reactivate any survey on SQL Server.
Additional Information	Survey, clones, have autonumber_start correctly set after migration, which surprised me.
