Summary04539: Predefined labelsets on multi scale array doesn't work
Description

When you click the button 'predefined labelsets' on the 'modify subquestion' or 'modify answers'-section of a multi scale array, the box that shows first has one entry of 'a label set', which disappears after one second. Then the box is empty and the 'add' button is greyed out. If you do click it, you get a JS error.

There are however two labelsets defined in LimeSurvey.

Steps To Reproduce

1) Create a new question of the type Array Dual Scale
2) Click either 'edit subquestions' or 'edit answers'
3) Click 'predefined labelsets'

Did some more checking, the labelsets were in a different language.

If you deselect 'link language':
The sets from other languages do show up, but are not selectable. You get JS errors when you try to click Replace or Add.

If 'link language' is selected and there are sets in the right language, everything works fine.

Fixed the JS error (when clicking on the disabled button).
Removed the language option for now since it is function is not really clear and confusing.
