Summary04437: Cannot use Multiple option question for quotas
Description

Tried to screen out people at the beginning of a survey from a Multiple option type question
but when selecting the question to use for a quota you get a message saying:
'All answers are already selected in this quota'.

To reproduce:
1) Create a new survey and add a Question Group.
2) Add a new question of type 'Multiple options' and make it Mandatory.
3) Add a few subquestions (answers) to this question.
4) Switch to Quota mode and create a new Quota setting quota limit to 0.
5) Click 'Add answer' and select the question from the list then click Next.
6) I get a message 'All answers are already selected in this quota.' with the option to Continue.

I have attached a simple demonstration survey that was used in the steps above.
